According to an investigation by Dainik Bhaskar, 41 officers from Madhya Pradesh and several other states purchased 2.023 hectares of land in Guradi Ghat village for Rs 5.5 crore on April 4, 2022. At the time of the purchase, the land was agricultural in nature and held limited commercial value.
On August 31, 2023, the Madhya Pradesh cabinet approved the Rs 3,200-crore Western Bhopal Bypass project. The proposed alignment of the bypass passed close to the land acquired by the officers, dramatically increasing its strategic and commercial importance.
By June 2024, the land had been officially converted for residential use. Following this change and the confirmation of the bypass route, the market value of the property surged more than tenfold. Current estimates place the value of the land between Rs 55 crore and Rs 65 crore.
The sequence of events has triggered widespread public concern and intensified demands for a formal investigation into the transactions. Critics argue that the case bears striking similarities to insider trading, where privileged information is used to secure significant financial gains before details become public.
The officers identified in the investigation are reported to belong to multiple states, broadening the scope of the controversy beyond Madhya Pradesh. The issue has also raised larger concerns about transparency, ethical conduct, and the potential misuse of confidential government information by senior civil servants.
Despite the growing outrage, neither the Madhya Pradesh government nor any of the officers named in the report has issued an official response. Meanwhile, land acquisition notices related to the Western Bhopal Bypass continued to be issued through March 2026, further highlighting the significance of the project and the extraordinary increase in the value of the disputed property.
The case has become one of the most serious allegations of possible misconduct involving top bureaucrats in recent years. If the accusations are substantiated, the episode could expose a deeply troubling misuse of administrative privilege and reignite the debate over accountability and integrity within India's highest levels of public service.
